Description of formula:
DATE function returns the ordinal number representing a specific date
Syntax:
DATE(year, month, day, hour, minute, second, millisecond)
Parameters:
year (Number)
Year. Argument required. The value of the year may contain from one to four digits. 
month (Number)
Month. Argument required. Number ranging from 1 to 12, which is the month of the year (January to December).
day (Number)
Day. Argument required. Number ranging from 1 to 31, which means the day of the month.
hour (Number)
